Popescu, former head of the National Housing Agency (ANL), said the Romanian Government is the only one in the world still building homes. He added that financing homes from the state budget does not solve Romania’s housing problems.
Popescu also said the Development Ministry is working on a draft law regarding the set up of „entities” made up of constructors, town halls and banks, a system which will be applied throughout the country as of 2010. Under the system, the state would subsidize certain loans and make land available for home construction.
When asked if implementing the system could lead to the shutting down of ANL or one of the agency’s programs, Popescu said he does not have that information and that such a decision would be taken „at a higher level.”
He added that over 6,000 homes will become available this year, of which 3,400 have been built through ANL, 1,400 social homes and 1,300 homes for tenants in nationalized houses.
