Romanian President Calls For Stepping Up Decentralization

Romanian President Traian Basescu on Saturday urged the ministers to speed up decentralization procedures and weed out bureaucracy, mentioning that the first three months since the new government took the helm showed that structural reforms seem more like a wish than a daily commitment.

Basescu said the reform of the state apparatus is mandatory.
 
“As the first three months of governing show, structural reforms seem more like a desire than an objective to be fulfilled every day. Still, prior to forming the government, we have talked about decentralization, about cutting the number of agencies and, against the public course (of events – e.n.), I will say that also about reducing bureaucracy through two core elements: cutting the number of employees in an overcrowded apparatus and cutting bureaucratic formalities triggered by legislation, including lowering those taxes and duties whose administration costs exceed the revenues you make to the state budget,” Basescu told a Cabinet meeting.
 
Basescu said he was glad to have received an invite to the Cabinet meeting on Saturday, which focuses exactly on decentralization and state reforms.
 
He also requested the government to focus on the absorption of European funds.
 
Last week, Prime Minister Emil Boc asked the Cabinet to present the schedule to approve required legislation in view of decentralizing activities in education, healthcare and administration, including local Police.
 
He said the government will draw up three draft laws regarding decentralization in education, healthcare and local police structures, mentioning the drafts in the administration sector will be completed within 60 days.
 
Simultaneously, the Executive is working on a draft emergency Ordinance to amend the laws on public procurement.
