Romania’s President Wants Talks With Political Parties On Govt’s Draft Budget

Romania’s President Traian Basescu said Thursday evening on public television he will not promulgate the draft amendments to the Law on the organization of the Government empowering the Cabinet to draft the state budget for 2010 until he has talks with political parties.

„My intention is to convene political parties, as the budget is part of a government program assumed by an Executive that needs the Parliament’s confidence vote,” Basescu said, adding he doesn’t understand how come a parliamentary majority can oust a government and then ask it to draft a state budget.

Basescu said he will convene parliament parties to see if they agree with the ruling program of a Government they have recently overthrown in a no-confidence vote.

Romanian Senate Chairman Mircea Geoana Wednesday criticized Basescu for „deliberately” delaying the promulgation of the law allowing the Government to draft the state budget for 2010.

The Parliament adopted last week the draft amendments to the law on the organization of the Government, empowering the Executive to send to the Parliament the 2010 state budget, social security budget and fiscal liability laws.

Romania’s acting Economy Minister Adriean Videanu said Monday the state budget law on 2010 has been drafted, but a legitimate Government is needed to forward the law to the Parliament, adding the flat tax and the VAT were kept at the same level as in 2009.
